Building an AI team in Vietnam: an honest guide for Western companies
The short answer
Vietnam is a strong place to build a small, senior team for applied AI: agents, automation, integrations and the software around them. A senior back-end developer in Vietnam earns about a fifth of a US median developer's pay, the country has over 1.9 million people in its digital technology industry, and its first AI Law has been in force since 1 March 2026. It is not the place for frontier AI research, and spoken English and time-zone overlap need planning. The teams that work have a clear owner, a daily overlap window, and someone on the ground who speaks both business cultures.
How much does an AI team in Vietnam cost?
Salaries, not agency rates. These are what people are paid; agencies add their margin on top.
| Role | Vietnam (median, per month) | Source |
|---|---|---|
| Back-end developer | 37.8 million VND (about USD 1,450) | ITviec IT Salary Report 2025 to 2026 (survey of 1,839 people, May to Nov 2025) |
| Back-end developer, 8+ years | 54.9 million VND (about USD 2,110) | ITviec, same report |
| Tech lead | 51.8 million VND (about USD 1,990) | ITviec, same report |
| Data engineer, 3 to 4 years | 56.9 million VND (about USD 2,190) | ITviec, same report |
For comparison:
- United States: software developers' median pay is USD 135,980 a year, about USD 11,300 a month (US Bureau of Labor Statistics, May 2025).
- British Columbia, Canada: software developers and programmers earn a median of CAD 52.40 an hour (Government of Canada Job Bank, updated 19 Nov 2025).
USD figures for Vietnam use about 26,000 VND to 1 USD (Vietcombank transfer rate, mid 2026, about 26,100).
What this means in plain numbers: one senior Vietnamese back-end developer's salary is about a fifth of a US median developer's pay. Once you add an agency's margin, management and tools, the real saving is smaller, often closer to a half or a third. Anyone promising a 90% saving is selling something.
Is there enough AI talent in Vietnam?
- Over 1.9 million people work in Vietnam's digital technology industry, hardware and electronics included (Ministry of Science and Technology, via Vietnam News, 11 Sep 2026). At the end of 2024 the industry had 73,788 companies (Ministry of Information and Communications, via VnEconomy, 22 Jan 2025).
- Overseas software and services revenue reached USD 11.5 billion in 2024, up 54% (same source).
- Big Western players are building here: Qualcomm bought VinAI's generative AI division in 2025 (TechCrunch, 1 Apr 2025).
The honest part: there are many good engineers and few senior AI research scientists (VinAI's leadership said this to Forbes in 2023, and Nikkei Asia reported on 4 May 2026 that smaller firms struggle to compete for AI talent). Build here for applied AI. Do not build here expecting to train your own foundation model.
Does Vietnam support AI? The AI Law in plain English
Vietnam's first AI Law (Law No. 134/2025/QH15) passed on 10 December 2025 and took effect on 1 March 2026. It sorts AI systems into risk tiers and sets up a national AI development fund and support for startups (VnEconomy, 11 Dec 2025). Much of the detail sits in decrees that are still being issued. This is a plain-English summary, not legal advice. Check the current decrees with a Vietnamese lawyer before you sign anything.
Time zones and English
- Vietnam is GMT+7. That is a good fit for Asia Pacific and a thin overlap with North America and Europe. Plan a fixed 1 to 2 hour daily overlap and keep the product owner close to the customer.
- Written English is usually strong; spoken English varies. It is strongest in Ho Chi Minh City, Hanoi and Da Nang.
- What actually fixes both: one person who sits between your business and the team, and who knows how both sides work.
Vietnam, India, the Philippines or Eastern Europe?
| If you need | Lean towards |
|---|---|
| Hundreds of engineers at once | India still has the deepest bench |
| A small, senior applied-AI team at a lower cost, in Asian hours | Vietnam |
| Voice and customer-service operations in English | The Philippines |
| Full overlap with European hours | Eastern Europe |
This table is my judgement from nearly 20 years of building teams in Vietnam, not a data study.

What I learned building teams in Saigon
When we took over JWT as well, our agency was 150+ people. I later led Wunderman Thompson Vietnam as CEO, with 100+ people. Two lessons carry straight over to an AI team:
- Good engineers stay when you show you value them. In a market where people change jobs often, our first five developers were still with us years later, each leading a team. We gave them special leadership chairs. Small, visible thanks keeps strong people.
- Hire for the team you have, not the CV. I once hired someone with a long list of awards. It became one of my most expensive mistakes, because the fit was wrong. For an offshore AI team, fit with the people and the way of working matters more than a famous name.
Both lessons come down to the same thing: someone has to own the people side, not just the code. On an offshore team, that person has to know how both sides work.
The five mistakes that sink offshore AI teams
- No owner. A team without a decision maker in your business drifts.
- No overlap window. If you never talk live, small misunderstandings become big rewrites.
- Hiring for headcount, not for one job. Start with one process to automate, prove it, then grow.
- Treating AI tools like magic. Every AI tool needs a job description, a cost and a review, like a person. (This is how Ly runs his own businesses: see the Chief AI Officer lobe.)
- Skipping the culture layer. Vietnamese teams are often more hierarchical; say clearly that pushback is wanted.
Frequently asked questions
What company develops AI in Vietnam? Large IT firms such as FPT Software, and many smaller teams. The right choice depends on what you are building: a big firm for scale, a small senior team for applied AI agents and automation.
Does Vietnam support AI? Yes. Its first AI Law took effect on 1 March 2026, with a national AI fund and startup support, and the government counts over 1.9 million people in its digital technology industry.
How much cheaper is an AI team in Vietnam? Salaries are about a fifth of US levels for senior developers. After agency margin and management, expect real savings closer to a half or a third.
Can I hire someone to design and run this for me? Yes. Ly Viet Vu does the full job for Western companies: advice, architecture, design, setup and implementation, and he builds the team in Vietnam when the project needs one. He meets clients in person in Vancouver and Ho Chi Minh City.
Is it worth building an AI team in Vietnam? For a small, senior applied-AI team, often yes, if you plan for it. A senior back-end developer in Vietnam earns about a fifth of a US median developer's pay. After an agency's margin, management and tools, the real saving is often closer to a half or a third. The teams that work have a clear owner, a daily overlap window and someone on the ground who knows both business cultures. Anyone promising a 90% saving is selling something.
Is it safe to outsource AI development to Vietnam? It can be, with the right setup. Put data access, ownership of the work and who checks it in writing before anything starts. Vietnam's first AI Law (Law No. 134/2025/QH15) took effect on 1 March 2026. It sorts AI systems into risk tiers, and much of the detail sits in decrees still being issued. This is a plain-English summary, not legal advice. Check the current decrees with a Vietnamese lawyer before you sign anything.
Should I build my AI team in Vietnam or India? It depends on what you need. This is my judgement from nearly 20 years of building teams in Vietnam, not a data study. If you want a small, senior applied-AI team at a lower cost than a Western team, lean towards Vietnam. If you need hundreds of engineers at once, get quotes from several countries before you choose.
How Ly can help
I'm the orchestrator. When a Western company says "build me an AI team in Vietnam", I do the whole job: the advice, the architecture, the design, the setup and the implementation. If the project needs a team, I build it here in Vietnam and run it for you.
I was born in Ottawa and raised in Vancouver, and I have built and run teams in Ho Chi Minh City since 2007, from our agency to Wunderman Thompson Vietnam. I'm based in Ho Chi Minh City and downtown Vancouver, I fly to Vancouver often, and I meet clients in person in both cities.
